With the development of computer technology, the multimedia technology andvideo monitoring technology are developed rapidly based on this platform. Especially inthe last few years, there are more and more traffic accidents in the field of highway,which makes it that the road safety consciousness must be strengthened. After videomonitoring technology gets into the field of highway, and with the increase of thequantity of video monitors, video monitoring system are applied more and more widelyin the practice of the field of highway. At present, highway monitoring is applied as aforceful approach to clear traffic accidents. However, there is the lack of managementon road monitoring so that video monitoring always still rests on the stage of manualoperation, and it is unavailable to bring the actual efficiency of highway monitoring intoplay. In this task, all the functional modules aimed at the actual demand of roads will bedesigned through analyzing the individual need of road video monitoring system inZhuji and to realize the function of individual need.In this text, digital video monitoring acts as the carrier and development object,and the research and analysis are conducted on J2EE technology, streaming mediatechnology, storage technology and GIS technology to make all the technologies fused.Based on the actual demand of road in Zhuji, it is required to analyze the currentsituation of networking of dynamic video monitoring system on riverside, subsistentproblems and the demand of networking to choose the actual networking mode suitablefor the substation. Besides, the requirements of dynamic video monitoring system inZhuji will be analyzed in detail.In this text, a modular design is applied to realize the functions of video monitoringsystem for the road of Zhuji, including data inventory, equipment management, dailymanagement and public management to make a detailed design so as to reach the targetsof switching video coding in the equipment of alarm host, remote control, automaticdetection, monitoring preview, playback, download, and backup, institutional usersetting, access control and user login management, etc. In addition, there are some additional functions added, such as PGIS map integration, linkage mechanism of videomonitoring, etc.
