With the rapid development of economy and transportation industry, our country highway network scale has been expanding constantly. That has made the management of the road safety more and more complexity, at the same time, more and more attention has been paid to those roads. Especially, the geological condition of the mountainous roads is complexity and the environment of them is fragile. The road construction in mountainous areas had destroyed the balance of mountain systems. Those factors will produce a variety of road hazards easier.The dynamic monitoring and early-warning on the road is an effective measure to reduce disaster losses. At present, the highway monitoring system has been received relatively good results, but as to the remote mountains roads which are unstructured, there is no a good monitoring system.This paper has designed a system for monitoring and early-warning of road hazards based on video image. By setting camera monitoring stations on disaster-prone roads like road pavement, bridge, tunnel and high slope areas, camera monitoring stations will collect real-time images, and transmit them to the system control center via the wireless network. The system control center does image storage, analysis identify, and puts forward the warning, so as to realize the monitoring of mountain roads and disaster warning.This paper introduces the system requirements analysis, preliminary design, database design, detailed design and implementation in detail. This system control center is consists of four subsystems: image collection subsystem, image processing subsystem, information management subsystem and message forwarding subsystem. Image collection subsystem is responsible for collecting monitoring stations of transmission images, image processing subsystem for image processing. Information management subsystem manages information system. Message forwarding subsystem holds the various subsystems together to form a whole. System implementation uses ACE middleware technology to achieve cross-platform application, which reduces the difficulty of design and implementation of the server. At the same time the system server using message distributing mechanism, so that the system has good scalability and flexibility.
