Information System Design And Implementation Of Legal Metrological Management

An new integrate management information system for Law Metrology isresearched and designed based on “General requirements for the competence of testingand calibration laboratories”(ISO/IEC17025:2005) and “The Assess Criterion of LawMetrology”(JJF1069). This system is researched and designed in order to promote themanagement level of Law Metrology and improve the efficiency of metrologyservices,therefore,the accurate and reliable measure examine datum can be probided forthe social economic development.Firstly, the backgroud and main research topics of the new integrate managementinformation system for law metrology are introduced simply, then the main technologyused in the system development is presented.Comparing with other developmentplatforms, the system in this paper uses.NET development platform and thedevelopment project is presented using ASP.NET technology to develop B/Sstructure.Finally, the WEB service technology as the external interface for interactingwith other external systems is introduced.Sencondly, the requirement analysis, detailed design and the framework of thesystem are resesrched and explained according to the system development process.Through analyzing in detail the internal management of the law metrology andintegrating the requirements of JJF1069and ISO/IEC17025, the correspondingmanagement process is optimized and the advantages of information systemmanagement are exploited. According to the results of the analysis, the unifiedmodeling language is used; all of the functions of system are designed; the managementand business process are unified.Finally, the new integrate management information system is realized based on theASP.NET and SQL SERVER database technology, which guarantee the maintainabilityand expandability of the system.The successful development of the new integratemanagement information system, not only makes sure that the management work instrict accordance with the assess criterion of law metrology, but also improves theefficiency and concertedness of the internal departments, so as to the law metrology institution can provide fair, scientific, accurate, efficient service for the society.
