Since the21st century, with the popularity of popularization of higher education in China, some "upgraded" local undergraduate colleges are in the period of transformation. The development of local economic construction and social needs, and the reform of higher education put forward higher requirements on the teaching quality of the popularization. Especially, the teaching quality of the newly-built local colleges is becoming the hot issue of common concern in the community. Of course, the teaching quality is a measure of the fundamental expression of the school-running level and the ability of running a school, while the quality of classroom teaching is the core of teaching quality. To ensure the quality of classroom teaching, one of the key management is to build efficient and scientific colleges and universities internal and external quality evaluation system for classroom teaching.First of all, this paper describe a large number of related theories and analysis them in deep level, discuss the necessity, feasibility and significance of the classroom teaching quality research of newly built local colleges, and specify the concept of quality of teaching, the quality of classroom teaching and classroom teaching quality evaluation clearly. This paper also express the main function of classroom teaching quality evaluation, and analysis the main problems in the classroom teaching quality evaluation.Secondly, based on the newly built local colleges’ actual situation, this thesis selectively learns from experience of beneficial practices and successful experiences of home and abroad classroom teaching quality evaluation, and takes Handan College as an example to carry out research. Based on the evaluation for index, evaluation connotation for the guidelines, evaluation standard for the guarantee, assessment based on information collection, feedback is as close to the tool, told in order to incentive lever, evaluation of rectification is to improve for the purpose. This paper implements the system of classroom teaching quality evaluation of the newly built local colleges, and achieves the goals of improving the quality of teaching. Finally, this paper constructs the mathematical model of classroom teaching quality evaluation, and analysis the instance. Basing on the design principles of the evaluation index system, by combining the superiority of analytic hierarchy process with the advantages of fuzzy evaluation method, this thesis proposes and constructs the classroom teaching quality fuzzy comprehensive evaluation math model of the newly built local colleges. In addition, the evaluation model is applied to the concrete practice of classroom teaching quality evaluation, and base on the model, the program design has been made.
