In recent years, China’s civil aviation transportation industry has developed rapidly. With the development of China’s modernization process day by day, our civil aviation air traffic control industry speeds up into the rapid and continuous development of the golden age. From the data of China civil aviation accident statistics, we can see that the vast majority of safety accidents were related to traffic control (hereinafter referred to as "atc") directly or indirectly. As a sub-system of civil aviation, equipment operation security management system gives effective maintenance to air traffic safety and makes important guarantee for ordered air traffic. At present, China’s atc equipment operation security management system is not sound and presents increasing problems, which becomes the bottleneck to our civil aviation development.In this paper, according to the actual operation situation of civil aviation guizhou department, the cross-regional, systematic equipment operation security management system is proposed. Through the construction scheme and measures of our work, it is promise that our guiyang civil aviation atc system equipment operation security management system will be helpful to provide new ideas and reference to civil aviation air traffic control system construction and development.The paper firstly introduces the research background of civil aviation guizhou atc system equipment operation security management system. Then the problems need to be solved are reviewed, the research significance and importance of the project is discussed and the system development method and related technology are expounded. Secondly, this paper puts forward the system’s design goal and makes a detailed demand analysis to it, including the business demand, function demand, data needs and the function demand, and then gives the system business flow diagram, use case diagram and concept class diagram and their use case description; Thirdly, the system overall design and module design are implemented effeclly, and the function module includs the system rights management, basic information management, department position and personnel management, business information management system management, equipment, spare parts and tool management, instrument inspection management, supplier management, document management, duty management, commissioning management, equipment patrol/maintenance management, fault/maintenance management, training project information, system inquires the, system coding, system maintenance and system logs, user interface and function module ect. To all the module, the design module of function structure (packet chart), class diagram, sequence diagram (collaboration diagram) and processing flow chart are designed, and a detailed explanation of the design content, the interface design are introduced. And then the detailed design of database is carried out by using the entity class diagram, E-R diagram and database table structure; Finally the paper research content are summarized, the main work are viewed, and the deficiency existing in the paper are pointed out. Meanwhile the further work is prospected.
