| The security and normal operation of the air traffic control equipment is animportant guarantee for the aviation safety. The equipment operation managementwithin Northwest Air Traffic Management Bureau has been maintained by the specifiedunits, lack of effective tools forcomparing, monitoring and assessment due to theoperation management level, safety level ofequipment and facilities level, potential risksand other factors. Especially when the equipment failure happens, the authorities are ina passive position to understand the failure occurrence anddevelopment with lack ofprofessional organizational structure technology for fault tracing. Considering thecoordination and technical reasons, the failure, which should be solved within theNorthwest Air Traffic Management Bureau, cannot be resolved since the advantageousresources could not be combined.Based on the research on the present situation, business process, equipment statusand other safety production information of first-run units, considering the safetyproduction as core, this article construct a system scheme for equipment safetymanagement with high informationizationand intelligent. As a result, we can applyadvanced computer networking technologies and databasetechnologies, strengthenthe ATC equipment monitoring,establish and perfect two stage linkage mechanismof equipment operation management units,share the public information and ensure theeffective communication of information and feedback between different levels ofprotection units in order to strengthen oversight and management of devices technicallyand guarantee the aviation flight security. Finally, applying the design model, wecompleted the overall design, implementation and testing of equipment operationinformation management software system for the Northwest Air Traffic ManagementBureau.Since the processes and intelligent security management of this system fullycomplies with safety production system requirements for civil aviation air trafficcontrol systems, it can bepromoted to use in other air traffic control bureaus withappropriate modifications to the database information so as to improve the efficiency ofsafety management of the air traffic control system as a whole. |
