| In the tide of reform over the past few years, Settlement center is the focus of thereform. It persists in the principle of “three invariance”, managing the expenditure ofthe budgets of the units uniformly, sorting out the financial funds, and eliminating alarge number of extracorporeal circulatory financial funds. With the gradualdevelopment of reform, the requirement of the financial funds’ management becomesmore and more strict. In the current focus of the financial reform, namely centralizedtreasury payment, the usage of financial funds turns postmortem and In-the-matter’scontrol to beforehand control, which means more high concentration degree. Themethod of collecting all funds to treasury single account aims to avoid fundsdispersed and improve the efficiency of funds’ usage.The construction of the financial informationization has already become theimportant part of the financial reform. According to the" Opinions about theconstruction of Guangzhou financial system’s LAN", which put forwards the financialsystem’s LAN must isolate the international Internet physically and wholly, theconstruction process would form an isolated island of the information. How to avoidthe formation of the isolated island of information, ensuring the financial systemsecurity of LAN simultaneously, has become an important issue in the construction offinancial informatization.This thesis mainly aims to research how to build a set of relatively perfectfinance information system, which would form the top-bottom connection of thefinancial information and sharing pattern of information. This research also aims toresearch achieving the integration of different departments’ business optimization,exchanging and sharing data, and real time supervising the finance. To sum up, thisthesis would put forward a feasible plan of guaranteeing the security of the financialsystem’s LAN, and avoiding the formation of information isolated island, whichwould make financial information system to maximize the social benefits. |
