With the economic development and social progress, the problems aboutshortages and waste of water and the eutrophication of water have seriously affectedChina’s sustainable development. China’s Ministry of Environmental Protection andPlanning Institute intends to establish a project of "typical water environment qualitymonitoring system. From now on we should start from scratch and detect the qualityof the water from the source dynamically and determine the sources of pollution andthe proportion of contamination, So that we can take the scientific measures to protectthe water body.The system, which develops by iterative means in the whole process, is dividedinto three cycles. In each cycle we also make full use of the idea of softwareengineering, during the period of requirements analysis, design, development, testing,and maintenance stages.There are a number of rivers which is widely distributed in China. So it isdifficult for the unified management and monitoring. For that, the proposed systemwhich is unified management of the waters can make the visual output results whichare easy to predict floods and monitor water quality.When we are choosing the water quality model, the model of GWLF(Generalized Watershed Loading Function) in our waters forecast applications havemany advantages, such as having less space data requirements, fewer parameters, therelatively simple simulation process, relatively simple mechanism, applies to ourspatial data, hydrology and water quality data is relatively scarce regions. Based onthis the improvements we can obtain the CN-GWLF (Generalized Watershed LoadingFunction in China) model.Fully considering the system to reuse, with the MVC framework model,hierarchical the system is divided into three layers through hierarchical idea includingprocessing module, the core algorithm module, data representation module. Amongthem, the data processing module is using for data input and intermediate formatconversion; the core algorithm module is responsible for data processing and datarepresentation module is using for data output. In the implementation, the singleton pattern as the creation of engineering model, and the use of algorithms agentmechanism. At the same time, the use of open source library Jxl and JFreeChart, tosome extent, reduces the difficulty of development. Finally, with nearly10years ofXin’An river data for testing, the result is true and reliable, high degree of agreement.Through making use of this system in the project of Xin’An River, proves that itis adaptable for CN-GWLF model used in the system and also shows thepracticability of the system in applying for the actual water quality management. Atthe same, the system provides a good decision for the deciders.
