Low water resources per capita and uneven distribution of water resources are the basic national conditions and hydrologic conditions in China. The problems such as water pollution, water shortage, and deterioration of aquatic ecosystem are extremely serious; and become one of the bottlenecks to the economic and social sustainable development. Thus, establishment of water quality monitoring system is the premise and foundation of efficient use and effective protection of water resources. In China, most of the existing water quality monitoring systems are semi-automated in data acquisition. Due to the lack of effective analysis tools, it is difficult for those systems to efficiently express the quality of the water environment and trends in real-time.Based on sensor technology, wireless communication technology and other information technology, we built an automated, integrated water quality monitoring system which can collect the water environment monitoring data automatically. On the basis of analysis of water pollution flux estimation method, combining with the multi-dimensional data analysis techniques, the system can achieve the river pollutant fluxes estimation, display of the monitoring data, statistical analysis and so on. The main contributions are as follows:1. On the basis of comparison and analysis to the existing river pollutant fluxes period estimation methods, the paper gives fluxes estimation method to ammonia nitrogen fluxes, total phosphorus fluxes and total nitrogen fluxes through correlation analysis between pollutant concentrations and runoff.2. Based on the needs of intelligent monitoring platform of water environment, the paper describes the design and implementation of the platform in detail. The system has two parts, data acquisition subsystem and business subsystem. The data acquisition subsystem introduces the data collection processes, communication, data analysis, data verification and so on. The business subsystem implements data statistical analysis, data display, orders’generation, data maintenance, function of forecasting and warning. The intelligent monitoring platform of water environment built in this paper has been put into use, and it can meet our expectation.
