This article starts from modern intellectuals’s characteristics, begins with the study of theadvanced Western culture and Chinese traditional culture.These made those modern intellectualshave both of the liberalism and the nationalism;The abolish of Imperial Examination System hadmade many modern intellectuals to far away from the politics,at the same time,they also had ahuge influence on Chinese political,ideological and cultural changes while the modern publicfield`s established.These all in all made the contradiction between thoughts in their head andpractice in real community, which force those modern intellectuals to choose between Liberalintellectuals and bureaucrats intellectuals.Then,I choose Zeng Xubai as a case,who was thePropaganda of the KMT.This study begins from his family,education background to the deepdicuss about what shaped his mind,through his practice such as,creating Evening News, hostingthe Publicity Department of the KMT,Co-broadcasting industry,running News agency,leadingNews education,this article pointed the study of Zeng Xubai’s importance out inhistory,especially in the field of Journalism and Communication in Taiwan,and the mostimportantly, we should put emphasis on analyzing his Journalistic Thoughts and those reasonswhy,the impacts behind them and far-reaching significance.The study shows that Zeng Xubaididn’t praise the liberty of western press blindly,but he insisted that the liberty of News Mediashould be under laws and public oversight.The emphasis on educating all-rounder journalistcultivated lots of big bowl and promoted news’ developments in Taiwan.But,I also noticed thatZeng Xubai used his political benefits to build those news fields,those behavior and thoughtshad been marked by the party’s influence deeply,those are what we should think about twicenowadays.
