WebGIS with its dual advantage on the network and spatial data management, whichhave unique technical advantages on management and application of information related tothe spatial characteristics, environmental information is one of the most successful areas ofapplication. By WebGIS, Environmental information which broke through the limitations oftraditional desktop applications and management information systems began to move towardthe direction of development of network applications and spatial information systems. At thesame time, WebGIS with its natural advantage on network interconnection, promoting theprocess of environmental information by the application of specialized departments becomepopular services.With the development and user needs change, the traditional WebGIS in environmentalinformation management and application gradually demonstrate its inadequacies. First of all,due to the limitations of web functionality, the traditional WebGIS’s spatial analysiscapabilities with strong interaction on environmental information is relatively weak, it alsolack of effective means of spatial analysis. Secondly, since the traditional WebGIS managespatial information by two-dimensional mainly, it lack of3D applications, the littlethree-dimensional function is also essential to stay in the simple three-dimensional browsing,and has been unable to meet the current user’s needs on the three-dimensional visualizationservices. In addition, with the increased demand for information sharing, the model oftraditional WebGIS can only see but sharing can not meet the higher demands of the users forinformation interoperability.The research of three-dimensional environmental information public service platformbased on WebGIS contain a lot of exploration and practice around the above three problems,On the basis of status quo of current Henan Province Environmental Protection Management,building up a set of environmental monitoring, management, publishing, query, analysis,sharing in one of the three-dimensional visualization of the network geographic informationsystem platform. Through the construction of the platform, not only to solve the generalneeds of the environment monitoring and management in Henan Province, but also toanalysis the number and spatial connotation of environmental information in dual perspectiveof property and spatial by comprehensive. At the same time, through the introduction of three-dimensional visualization, abstract environmental can display in true and intuitive andallow users to query environmental information in straightforward ways. On the other hand,through the new way of information sharing named Web services, the platform could not onlycomplete its functions, but also provide comprehensive data and function sharing on form ofa standard service interface, eliminate the phenomenon of information island completelybased on traditional WebGIS, realize vertical and horizontal information integration andsharing, avoid duplication of construction and save social resources.
