| In "the second construction plan of the golden earth project" and "‘twelfth-five’development plan outline for China land and resources", which are made by ChinaMinistry of Land and Resources in2010, it is pointed clearly out that “One Map” coredatabase on the land and resources should be constructed, and the database managementplatform should be improved, and a unified “One Map” data management system ofland and resources should be formed. Under the digital frame, land and resourcesinformation sharing service platform should be established. The land and resourcesinformation and sharing service products should be actively explored and developed sothat provide customized data, system and service sharing service for variousdepartments, and promote information service clustering and industrializingdevelopment.After several developments in the land and resources archives management ofJiaozuo Bureau of Land and Resources has been developing, it still unable to meet thenew situation of China’s rapid economic development and the requirement of "goldenearth project" due to various reasons. In order to adapt to the new situation, the digitalarchives construction in Jiaozuo Bureau of Land and Resources is carried out. Relyingon the project, research and development of the land and resource archive managementsystem is carried out in this paper.The current situation of land records management, Land business changes in thefile needs, the significance on the construction of the land digital file room, aresummarized in the paper. The investigation and research is carried out to determine theneeds of land management information system in Jiaozuo Bureau of Land andResources. In order to meet the daily office demand of archives in Jiaozuo Bureau ofLand and Resources, the functional requirement of the system is analyzed, and thearchives management information system is designed. Based on the advanceddevelopment technology, the archives management information system is developed inthis paper. The system is currently running in good condition. This paper’s main resultsare as follows. (1) The archives database construction is carried out by use of the work-flowtechnology. The one of initiators is MIS system itself, which initiate a filing startingpoint for pre-filing after examination and approval of the business management system,such as integrated services, construction land, the stock of land etc, then archives personmake files attribute description, and inspect the integrity of the archives, and archive;second initiator are office staffs in each business, which finish file consolidation whilethe file-inputting personnel scan file description, fill in archives, hang file, and so on,then archive after examination and approval of the person in charge of archives. Inaddition, the digital archives processing is designed, and the process information isrecorded in archives digitization processing for before-hand analysis, intermediateanalysis and afterwards analysis, and for work improvement.(2) Using land archives feature, and organically combining the archivesinformation with the spatial information, the integration management of graphics-text isdesigned to meet the needs of daily office and residential land information query.(3) The interface for data transmission between the business application systemand file management system is developed by use of the component GIS technology. TheOracle database management platform is used for the unified management of bothspatial and non-spatial data, and the automation of the land records management isrealized, and the efficiency of archives management work is improving.(4) Using OCR-mode technology, the corresponding processing software isdeveloped. By means of it, the scanning results can be quickly extracted and processed,and the auditing and storage of the results can be automatically realized. Then theprocessing speed of digital files is improved.(5) The PDF file format is used to alleviate the problems on the data storage space,and the browsing speed is accelerated. |
