With the smart grid and smart metering continuing to promote and develop, especially in low-voltage side of the power grid automation and information technology continuing to build, power line carrier communication used and carrier equipments will increase rapidly. In order to ensure the performance of communication systems, power line carrier channel modeling and smart metering communications test program is particularly important.In this paper, the smart metering communications networks and power line carrier communication channel characteristics were studied with the smart metering structure and communication network requirements. Therefore, an accurate noise model for the design optimization of power line communication system is important. Based on the power line channel noise of the time-frequency analysis, two aspects of an integrated time-frequency characteristics of the noise model were proposed which can reflect comprehensively the transient behavior and noise frequency components. This model have shown good accuracy in complex environments, which can be used to establish noise database as a channel coding perfonnance testing and simulation of power line communication system design to provide a reference.In this paper, based on smart metering communications network, smart metering master communication layer, the smart meter communications layer and indoor equipment, communication layer are designed, and completed intelligent home and energy management systems based on power line carrier technology. They smart provide a reference metering communications planning. The carrier energy meter, collector and concentrator performance are tested in the test platform.The test platform help to each carrier products of communication performance accurately evaluate, provide technical support for carrier related products.
