This thesis discusses the current situation and development tendency of intelligence meter at home and abroad and the application of wireless communication technology to the smart meter, concentrating on the wireless smart meter system composed of four parts (the smart meter, manual machine, concentrator, management software) and the functions of each part and working process under the collocation of each other. Under the requirements of enterprises, this thesis emphasizes the development and design of wireless smart remote transmitting of water meter. In the development of products, through market researching, literature consulting, based on national standards, the product should be identified to achieve the perfect function, technical indicators of products should be proposed and the optimum design about software and hardware should be realized. Hardware circuit design, including the main core chip control PIC16F628A, wireless data transmission chip CC1100, motor-driven chip L9110, and detection devices, such as the battery of choice and design. In the software designing process, the author uses a modular design and the simulation software to improve efficiency. In the overall design, it focuses on the application of the software function, reducing of hardware costs together with enhancing the stability of the product and reducing the size to make installation easy .Through battery passivation technology, the writer chooses low-power components and reasonable ways to prolong the battery life span. Through adopting the convolution error correction technology, the author improves the accuracy of the data transfer. The product achieves a flow meter automatic data collection, sent from time to time, the data anomaly alarm, and the realization writing the communication between machines. The parameter indexes derived from repeated tests during the course of the experiment, the easy and effective testing method explored by the author from the experiment and the application of core parts of the product will be applied to other businesses with relation to product development and technical support. The product has strong applicability and social values, that is, it can increase the level of scientific management of water resources, save a great deal of human resources community and finally achieve a humane management. The good cost performance of this product will lay a foundation for intelligent management with the combination of electricity meters, water meters and gas meters.
