With the development of the global electronic information, the construction of disaster emergency information resource (DEIR) has made great progress in our country, which improved the efficiency of disaster emergency information resource management (DEIRM) in some extent. However, due to the lack of the unified and effective norms and standards for the organizational forms of DEIR, there are often a lot of problems, such as redundant construction, information silos, information redundancy etc., which great hinder our finding, locating, sharing and exchanging services of DEIR. In order to solve such problems, this paper proposed the research on disaster emergency information resource catalog system (DEIRCS) based on enterprise architecture and ontology, in which the author re-carded, planed and integrated the business process of DEIR with the theory and tools of catalog system, enterprise architecture and ontology, and formed a complete and consistent organizational structure of DEIR, expecting to improve the management efficiency of DEIRM.In this paper, the author analyzed and elaborated the status and existed problems of DEIRM, and proposed the idea of the research on it learning from the theory of catalog system, enterprise architecture and ontology at the first. And then, the author re-carded and integrated the business process of DEIRM with the theory and tools of enterprise architecture, such as PowerDesigner, and designed respectively the framework of the top-level and underlying implement from the perspective of strategy and implement etc. At the same time, the paper designed and implemented the knowledge database of DEIRCS with the theory and tools (Protege) of ontology. Finally, the author simply analog the system with the java language, and made the system test, which include function test, such as information query, reasoning etc., and the performance test, such as responsiveness etc., by the third-party test software (WebStress), from which we can found that the research on disaster emergency information resource catalog system based on enterprise architecture and ontology has certain reference value in the construction of DEIRM...
