This system in the thesis is designed and implemented exactly under this condition. so it becomes a bottleneck in improving the speed, only to resolve personnel and equipment out front in order to improve the number and location of troops overall combat capability, saving time for the next step. In order to solve the existing problems in the process of the information-based construction, the author puts forward the necessity of the development to the command of automation system. This system that the author designed in the thesis is a staff officer’s paramilitary operation system for a certain troops. That system has the development capacity and interaction capacity, It can make various forms to transport plans directly, simply and punctually, and the format of it is regular, the calculation is accurate.This system is composed of four parts:the highway transportation operation system, the trained transportation operation system, the decision analysis support system and the administration management system and each part can carry out several functions independently. It can resolve the operation,training,war preparedness, command and etc.Problems which have the character of numerous category.limitted time, and hard assurance of quantity etc.Therefore it can reduce the workload of the staff officers, and also provide reliable basis for the principals to make decision punctually. It is concluded that this system will enhance the working efficiency of the staff officers, reduce the difficulty of the operation, keep away the expense which may be made by the operators, peed up the information-based construction and improve the fighting capacity etc.
