Minority entrance points of preferential policies are the compensate policies to the minority that consider the disadvantaged position of the rights of access to the higher education of minority,caused by the huge gaps of natural, economic development and the huge difference of culture and language between the minority and Han. Since the funding of New China, the minority entrance points of preferential policies play an important role in protect the rights of access to the higher education of minority and their opportunity to the higher education. However, with the rapid development of China’s economy and society, and the strengthen of peoples’ rights awareness and the demand to the higher education, as well as the frequent exposure of the "false of the national identify", make people to doubt the legitimacy of the policy, so the crisis of the legitimacy of the minority entrance points of preferential policies is emerge. In the current social context, it is needs to learn the understanding meanings of the policy to clear it is whether or not continue to carry out the policy.In this study, literature method is used to sort the values of the minority entrance points of preferential policies, on this basis, combined with the reality of the implementation of the policy, analyze the legitimacy of the policy with the relevant political science of legitimacy. In this study, based on the following basic assumptions:equal rights of access to higher education is a basic value orientation of the minority entrance points of preferential policies, the policy has the social significance in protecting the equal rights to access to the higher education of minority, so the minority entrance points of preferential policies have the legitimacy.This study consists of four parts:the first part, an introduction to the study of the origin and significance of the research, the sort of the relevant research in domestic and foreign, as well as the introduction of the research methods. The second part, the overview of the policy and the theoretical of the policy, including the first chapter and the second chapter, the sort of the minority entrance points of preferential policies with the history and type dimensions, and summarize the value of the policy; In the areas of the theory, the use of the concept of legitimacy of political science construct the framework of the legitimacy analyze of the policy. The third part, the legitimacy analyze of the minority entrance points of preferential policies, including the third, fourth and fifth chapters, with the perspective of the equal rights of accept education, from the legitimacy criteria, rational and crisis to analyze the legitimacy of the minority entrance points of preferential policies. The fourth part, the conclusion and recommendation of the minority entrance points of preferential policies.Following conclusions basic in this study:in the context of the current development of the Chinese society, there are also a wide gap of the development and the achievements of the equal rights of acceptance of the higher education between minority and Han areas, in addition, the equality of the rights of accept the higher education is still not possible, so the minority entrance points of preferential policies have social significance. Of course, as a transitional policy, the minority entrance points of preferential policies is just a method but not the end, and the dialectical unity of the equal rights of accept the higher education between individuals and different groups is the basic value orientation of policy’s continued development.
