Since the founding of new China,under the leadership of the Communist Party of China,the pattern of pluralistic integration of the Chinese nation has entered a golden age,and the ethnic relations of equality,unity,harmony and harmony among all ethnic groups have been continuously developed.The party and the country's national education preferential policies in this process has played a pivotal role,played a positive role.However,we should also clearly understand that with the deepening of reform and opening up,the deep contradictions in all aspects of domestic gradually,coupled with the impact of international factors,our national work,including national education work is also facing severe challenges.The reform of national education preferential policies has entered a very critical period.In this case,the study of preferential policies for new national education in China is undoubtedly a very urgent task.The Xinjiang Uygur Autonomous Region as one of the five ethnic minority areas in China,the implementation of the national education preferential policies for the promotion of Xinjiang's economic construction,promote national culture,and maintain social and political stability are inextricably linked.Based on the theory of political science,this paper analyzes the implementation of preferential policies of ethnic education in Xinjiang according to the theory of education fairness,policy supply and demand and benefit analysis.The theoretical framework of the paper is:Xinjiang national education preferential policies for the formulation and implementation,are inseparable from the concept of education fairness guidance;At the same time,education as a kind of public service,will inevitably be affected by the supply of education and education needs,through the introduction of supply and demand concept,the Xinjiang national education preferential supply and demand analysis,in order to achieve the dynamic balance of the two find a way out;Finally,based on the relevant theory of benefit analysis,borrow Smith model,explore the reasons for the deviation of policy implementation,and put forward the countermeasures to improve the implementation effect of Xinjiang national education preferential policies.Under the above theoretical framework,the following main conclusions are drawn from the study:The preferential policy of ethnic education in Xinjiang embodies the policy-oriented care for the whole nation on the basis of educational equity,but does not take into account the differences among the members of ethnic minorities;Based on the reality of the differences between education and equity trade-off,fair and quality of the game,coupled with the impact of a variety of subjective and objective reasons,leading to the expansion of the original policy in the implementation of the extension of the original policy,the scope of the adjustment beyond the original policy objectives,and even away from the original intention of the developer,and set the policy objectives run counter to problems,resulting in Xinjiang national education preferential policies to implement the deviation,so that the authority of the policy weakened;For the Xinjiang national education preferential policies should be adjusted step by step,for Xinjiang,the characteristics of various nationalities,specific problems specific analysis,on the basis of establishing the concept of policy fairness,the national education in Xinjiang is pursued in a diversified direction,to achieve the Xinjiang compatriots of all ethnic groups to their common birth,creation and development of the Chinese culture and the recognition of the national identity,so as to enhance the implementation of Xinjiang national education preferential policies.
