As the former President of Tsinghua University Mr. Yiqi Mei said, a university is huge not for its huge building, but for its excellent scholars. But under the existing system, due to various historical reasons, the domestic colleges and universities has not really realize the teachers’ appointment system, so it’s very difficult to shunt them once the university teachers be recruited. Therefore, in order to ensure the quality of teachers colleges and universities recruit, it should be clear that what quality teachers should have, namely, we can establish competency model of university teachers, based on what to control the quality of college teachers from the recruitment source.This paper firstly describes the related concepts and theories of competence and the recruitment of college teachers, and then describes and analyzes the present situation and the existing problems of university teachers’ recruitment process. The core part of this paper is the construction of model of university teachers’ competency, which mainly through literature analysis and behavioral event interview method to extract the university teachers’ competency, and then analyze data through the questionnaire survey method and SPSS statistical software. The competency model of college teachers is finally constructed. This model shows that university teacher competency model includes four key characteristics:charisma, teaching level, scientific research ability and interpersonal communication. Charisma belongs to inner competence characteristics below the surface of the iceberg, it is difficult to measure and observe, and it is hard to improve through training, but it is the key to distinguish the excellent teachers and the general ones. It is also the important factors to filter and identify teachers in the process of recruitment. Teaching level, scientific research ability and interpersonal communication belong to the competence characteristics above the surface, relatively easy to be measured and evaluated, and it is able to be improved during learning and training the day after tomorrow. Based on the model constructed, introduce the competence into the recruitment of college teachers, and I put forward the relevant countermeasures and suggestions. But for many factors such as the influence of sample size, researchers’ limited level, this paper also has certain limitation, which needs to be further studied in the future.
