As early as1998years, set by the national ministry of education "education facing the21st century revitalization action plan" is clearly pointed out:"school sports work to focus shifted to rural and weak areas, the goal is to improve the level of physical education in these areas, promote personnel training" weak region. More than ten years passed, however, the rural primary and secondary school physical education has been no big improvement, a variety of factors restricts the development of rural primary and secondary school physical education. The weak of RE. teachers is one of the main reasons for this phenomenon.As a powerful province of education in Hunan province and the strong province of competitive sports, the rural primary and secondary school physical education and teachers construction also has many problems. Article using the method of documentary, expert interview, mathematical statistics and other research methods, from the record of formal schooling, age, sex, professional titles and scientific research, continuing education of rural primary and middle school PE teachers in Hunan province has carried on the investigation and analysis, mining of hunan province, the influence of the main factors of rural primary and middle school sports teaching staff construction, and puts forward the optimization of rural primary and secondary schools in Hunan province sports teachers of related policies, so as to build a high quality of Hunan province rural middle and primary school sports teaching staff, promoting the sustainable development of rural primary and secondary school physical education in Hunan province to provide theoretical reference. Research results show that:1, the Hunan rural primary and secondary school physical education teachers teaching big workload, social status, economic treatment is not high, seriously affected the sports teachers’ teaching and scientific research enthusiasm, some rural sports teachers for several years no published research papers, the educational reform.2, age structure of PE teachers in rural primary and secondary schools in Hunan province is not very reasonable, experienced fewer physical education teachers, title structure meets the requirements, but very little has the senior title of professional sports teachers, only3.9%.3, serious lack of rural primary and secondary schools in Hunan province female physical education teachers, some schools even there is no female physical education teachers, to a certain extent, affected the development of rural primary and middle school sports teaching.4, weak consciousness of rural primary and secondary school physical education teachers continuing education in Hunan province, has obvious utilitarian value orientation, mostly in order to improve the education and receive further education. Continuing education curriculum is not science also dampened the enthusiasm of the rural physical education teachers to accept continuing education. The study found that the influencing factors of rural primary and middle school sports teaching staff construction in Hunan province has a lot of, the rural economy, social environment is one of the important factors. Second, the poor in teaching and scientific research, continuing education not guaranteed, such as marginalized physical education curriculum is one of the reasons. To study and put forward to build a high quality of the rural primary and secondary school physical education teachers from the following several aspects:1, attaches great importance to PE teachers’ pre-service training.2, strengthen rural sports teacher’s scientific research consciousness, establish a scientific incentive mechanism, attach importance to PE teachers’continuing education, and ensure the rights of the rural physical education teacher’s continuing education.3, changing the concept of rural middle and primary school sports director leadership, organization school leadership earnestly study quality education theory and the various files conference spirit, sets up the concept of quality education, seriously implement the implementation of the regulations on the school sports work, reverse the sports curriculum marginalization.4, strictly follow relevant welfare state regulations, combining the reality of Hunan economy, physical education teachers and improve the status and welfare benefits, stable sports teachers.
