In the 21 st century,the construction of rural teachers is still the primary task for the development of rural compulsory education.In recent years,the state has issued the special rural teacher programs,free education on teacher-training,and general education of school teacher and other policies to protect the construction of teachers in schools in the rural's compulsory education stage.In addition,the “Village Teacher Support Plan(2015-2020)” formulated by the General Office of the State Council also puts forward specific requirements for the construction of rural teachers,striving to make the sources of high-quality teachers in the rural schools such that be supplemented by multiple channels,and improve the resource allocation of rural teachers.The level of teachers' teaching ability has been steadily improved.All aspects of reasonable treatment must be guaranteed in accordance with the law,enhance the attractiveness of teachers' professions,and gradually form a situation of “going well,staying good,and teaching well”.By 2020,we must strive to create a contingent of high quality teachers who are willing to contribute and take root in the countryside.Under this circumstance,in order to promote the balanced development of China's compulsory education,narrow the gap between urban and rural compulsory education,and achieve the goal of balanced development of urban and rural compulsory education,the domestic academic community has conducted systematic and in-depth research on the construction of rural teachers,and achieved great results.The results laid a solid foundation for the development of this research.This study selected L city of Henan Province as the research object,using a combination of qualitative research and quantitative research,and strived to make the argument clear and strong demonstrated,and solid demonstration.In the course of research,the main research methods used in this study are literature research and questionnaire survey methods,and the use of balanced educational development theory and educational equity theory as theoretical analysis tools.The number and quality of teachers in rural primary schools in L City,Henan Province Based on an in-depth investigation of the structure,the status quo of teachers' supplementation,and the number of teachers retired,we conducted data processing and analysis to understand their existing problems,analyzed their current status,and explored the causes of the problems.We sought to improve the rural primary school teachers in the city.Contingents and suggestions for improving the level of teachers in rural primary schools and practical feasible strategies,hope to improve the construction of teaching staff in rural primary schools in L City,Henan Province,and improve the supplemental management mechanism for rural primary school teachers,so as to provide support for the construction of teachers in rural compulsory education in Henan Province.It provides a reference for government and education authorities to promote the reform of the rural education management system,improve the construction of teachers in rural primary schools,and improve the management of rural primary school teachers.This study conducted a detailed investigation of the construction of teachers in rural primary schools in L city and collected a large amount of first-hand research data.Based on the analysis and analysis of the collected data,the author found that: L city the rural primary school teachers whose team construction exists like this : First,structural imbalance of teachers in rural primary schools;Second,the number of full-time teachers in various disciplines is not coordinated;Third,the teacher management system can not meet the needs of modern rural education development;Fourth,rural primary school teachers to supplement fatigue and other issues.This is because of the following reasons: First,because of the low salary,it fails to attract outstanding teachers;second,the lag in institutional reform leads to the incomplete implementation of teacher and teacher exchanges in urban and rural areas;Third,the reform of the teacher management system is lagging behind;Fourth,the narrow channels for teachers to supplement can not meet the needs of society.In view of the problems mentioned above and the causes of problems in the construction of teaching staff in rural primary schools in L city,this study has pointed out the tactical options for solving problems,which are: First,improve the treatment of teachers and attract outstanding graduates to teach;Second,to break the lifelong tenure of rural teachers and promote the two-way flow of urban and rural areas;third,to strengthen the construction of rural teachers,and to implement the fixed posts;fourth,to expand the supplementary channels and promote the diversification of rural primary school teachers.In short,strengthen the construction of rural primary school teachers,improving the conditions for running rural primary schools,and improving the quality of running rural primary schools are not an overnight task.It requires the joint efforts of local governments,the state,and all walks of life.We believe that if we take time,all these problems could be resolved.
