Pre-school education is the primary stage of lifelong education. But for a long time, the status of pre-school education as an integral part of basic education has been ignored, and the problems of "difficulty school" and "high tuition" are getting more and more serious. Therefore, highlighting the importance of pre-school education, strengthening research on pre-school education, and seeking solutions to the problems of pre-school education, have increasingly become hot topics of educational research. In2010, the State Council clearly presented that insert pre-school education into the public service system. It shows that pre-school education service is one of the government’s duties to prove public service, and effective supply is the goal and the evaluation dimensions of public service. Therefore, this paper attempts to study the effectiveness of pre-school education’s supply from the dimension of effective supply of service.This paper selects Xiamen as a case study. First, overview the practice of pre-school education service supply of Xiamen from the dimension of education supply (total supply and demand structure) and the content of education supply (enrollment opportunities and educational resources). Then, through the relevant collection and analysis of data, measure the effectiveness of pre-school educational supplies of the city, from the perspective of adequate, quality, equity and efficiency. The result is that, though Xiamen has achieved some success in pre-school service supply, the state is more like an inefficient supplying. So, this paper tries to explain the crux problems and their underlying causes of this inefficient state, and finds that concept of consciousness, laws and regulations, management system and operational mechanism are the main problems and reasons which lead pre-school education to an inefficient supply. Finally, the essay further explores strategies to promote the effectiveness of pre-school education service supply.At present, pre-school education is incorporated into public service system, and indicated as basic educational service of government’s duty. This paper hopes that, through the case study of Xiamen, clarify the status of pre-school service supply, test the effect of pre-school service supply, and rethink the crux problems and its deep reasons of the ineffective supply, which have some significance for solving the "difficult school" and "high tuition" problems, and for improving the quality of pre-school service supply.
