School bus services mainly appoint to meet specific safety standards for vehicles carrying students receiving compulsory education and the kindergarten children to and from school. This service is included in the areas of education, and it is also a public product. School bus services originate in Europe and the United States in the mid-19th century. After more than100years of continuous development, it has been developed from the first carriage era to an industry chain of the annual output value reaching$10billion at present. It is an effective solution to the school difficult because of the long distance form students’family to school, and alleviate the traffic congestion problem caused by the parents using a lot of private cars to pick up their children. School bus service supply system not only reflects a degree of national attention for the quality of education, but also more highlights from one side of the forward direction of the country’s social and cultural development. The idea of fairness and equality is the cultural connotation of the school bus service, which reflects the school bus service to narrow the gap of the different areas, especially in urban and rural areas, and also reflects a system of special care for vulnerable groups in society. Currently, the development of school bus services in China is still in the primary stage. Looking back on our school bus services development process, we can find the inadequate supply of school bus service, which has become a restricting the sustainable development of this market. What’s more, it has become the real reason for currently school bus safety accident frequency.The school bus service is a public goods, which has a the non-exclusive, rivalry in consumption reached the level of crowding and public welfare, so it is also a quasi-public goods. Quasi-public goods supply is able to meet the social needs of the people, which is directly dependent on the government, the market and the third sector as the main supply body for public goods, the effective supply capacity and level of development. The roles and functions of the government changing the government in the provision of public goods, to act as a "referee" role, which can establish a the sound school bus service effective supply mechanism, by the means of administrative, economic and legal means. The healthy development of the school bus market is bound to promote the upgrading of the level of the effective supply in school bus service, but how to encourage private capital to actively participate in and explore the optimal operating model, which will also be the problem of school bus services market organizers must think.
