With the rapid arrival of the process of population ages, aging population life,and health problems have become a hot social concern. The elderly life not only isfaced with the health problems, but also with the psychological and variety of socialdemands. Let the elderly live in his own house and sequentially be taken care offamily members at the same time. It has become the mainstream of the endowmentpattern that includes community care agencies provide door-to-door service for oldpeople or community care for the elderly. But because of the lack of professionalpersonnel and the different demand of old people, it leads to the community care forthe elderly in the actual operation situation not ideal. So I think, we should introducevolunteer services and not ignore the volunteer’s inspection, encouragement andtraining in the community care system for the elderly.By the methods of literature study and expert interview, I realized that nowadays,the research related on Shanghai community care system for the elderly has relativelymore and the level of it is also generally high, but volunteer care system in Shanghaicommunity for the elderly is rare. This research aims to deepen the Shanghaicommunity care system for the elderly, improve the quality of the old people as thestarting point and introduce volunteer care system. It realizes existing problems anddiscusses the related measure by knowing the developing situation of community carefor the elderly and service demand features of the old people in community service. Italso reference in experience of endowment options and volunteer management ho athome and abroad which provide a powerful system basis and feasible advice for further improving the community voluntary care for the elderly in Shanghai.This paper pays attention to investigation, three time investigation, a total of1840questionnaires. Firstly, analyze volunteers demanding from the olddemands.Secondly, from perspective of volunteers supply to explore into thefeasibility of volunteer time savings bank. Finally, from the point of view of theability be competent for the elderly volunteers to demand characteristic elementresearch and form community endowment volunteers qualities and abilities for thefoundation of model.The paper is divided into eight chapter for the community voluntary care for theelderly in Shanghai as fully as possible.The chapter one is the introduction section, which points out the background ofthe title, research purpose and practical significance, research thoughts, theinnovations of research methods and the place which is to be further improved.The chapter two is introduced the related theory of community care for theelderly, and is pointed out that the feasibility of the community voluntary care for theelderly in Shanghai.The chapter three roundly analysis on service demand and supply, the presentsituation service and existing problems which is through the interview andquestionnaire of community care for the elderly in Shanghai and use the statistics andthe principal component analysis methods.The chapter four through the analysis of domestic and foreign community carefor the elderly and volunteers policy research, propose to introduce voluntary servicein the community care system for the elderly and design the organizationalframework.The chapter five is under the questionnaire survey which is by choosing acertain number of community old people, community worker and potential volunteers,and use cross cut analysis method and One-Way ANOVA of variance differentcharacteristics of the elderly volunteers demand diversity, and use the principalcomponent analysis method construct community endowment volunteers ability quality qualified for theoretical model and verify and determine the weight.Community endowment volunteers ability quality up to model includes threecategories: life, entertainment and medical, and have twenty competencycharacteristic element: kind, the sense of responsibility, honesty, enthusiasm,voluntary experience, voluntary knowledge, service consciousness, old psychologicalknowledge, patience, persistence,,work efficiency, initiative, the ability oforganization, sharing experience, the ability of finding out problems, improvingservice, clarity, expression, the interest of communication and communication skills.The chapter six is to apply the model of community voluntary care for theelderly competency to the development of the Community Voluntary Care System forthe Elderly in Shanghai, which is based on the four aspects that are communityvolunteer’s recruitment, performance appraisal, motivation and training, comparingthe successful experiences on community endowment at home and regarding modelon community volunteer’s ability and quality as its core.The chapter seven is the conclusion and prospection.
