Study On Rural Sports Pubiic Service Effective Supply And Fiscal Policy

The reports of the party’s16th National Congress of the CPC put forward the"equalization of basic public services" to improve people’s livelihood, emphasized thecitizen is not due to differences in the level of economic development and live lead todifferences in access to basic public services. Sports public service is an important part ofbasic public service, equalization of sports public service is a citizen enjoys the right tobasic health, education and development rights. In recent years, with the government onthe people’s livelihood concerns and increased financial input, sports public service levelhas been improved to a certain extent, but from the demand of the public sports publicservice also exist in the larger gap, public sports service differences between urban andrural areas are still quite prominent. Beijing as a national economic and cultural andsports developed areas, sports public service level was significantly higher than that inmost parts of the country, but the average level of developed can not cover up theproblems. Sports public service of rural areas are still at a low level, narrow the gapbetween urban and rural sports public service, improve the rural sports public service, notonly requires the government to further focus on status of rural sports public servicesupply, need more effective fiscal policy.This paper uses the theory of public goods, public choice theory, the theory of fiscaldecentralization, the equalization of basic public services theory, sports public servicetheory is the theoretical basis of this paper, build the sports public products and servicesupply and demand analysis framework. Through literature study, interview,questionnaire and mathematical statistics, objectively describes the status of variouskinds of sports public service supply in Shunyi District of Beijing city. Because fewindependent data of rural sports, and supply and demand in Shunyi District rural sportspublic service situation through the analysis of questionnaire data, understand thedemand of public sports service, and concludes in the supply of rural public service ofsports problems. The influence factors on the effective supply of public services in ruralsports analysis, mainly in the level of economic development and financial capacity, ruralsports public service supply financial power and resources are not unified, rural sportspublic service supply of public participation, the historical background and policy arefour major factors. Based on the conclusions of related research, mainly from thegovernment angle and put forward to promote fiscal policy suggestions of effectivesupply of public services in rural sports.
