The report of the 19 th national congress of the communist party of China(CPC)put forward: "we should adhere to the principle of the party governing talents,pool talents from all over the world and use them,and accelerate the building of a talent power." According to the government work report 2019,"it is necessary to combine market orientation with the promotion of the humanistic spirit,and make good use of various talents".With the increasingly development of economic globalization,the level of science and technology and the strength of talents have gradually become the key to the development and competition between countries and regions,and high-level talents have become the core competitiveness of the country's future development strategy.In recent years,policies on talent introduction and preferential treatment have been introduced from the central government to local governments.It is of great theoretical and practical significance to study the introduction policy of high-level talents in tianjin for the implementation of the policy guidelines of the 19 th CPC national congress.In this paper,the literature analysis method,analytical induction and comparative research method are used to study the introduction policy of high-level talents in tianjin.The second part introduces the basic concepts of high-level talent introduction policy and the principles of policy diffusion,new public service,new public governance and talent incentive.The third part explores the main content and implementation status of high-level talent introduction policy.The fourth part analyzes the problems existing in the current policy of high-level talent introduction in tianjin,including incomplete system,weak attraction,single and one-sided content and the lack of carrier role.The fifth part analyzes the commonness and individuality of high-level talents in tianjin by comparing the policies of wuhan and xi 'an.The sixth part,from the policy guidance,and system perfect,enrich the content,policy propaganda,etc,put forward corresponding policy recommendations,in order to promote tianjin in terms of high-level talents,establish a more scientific and rational,practical and efficient and fit for the development of talent policy,formation,environment policy suitable motivation,as with the virtuous circle of the policy environment.Tianjin high-level talent introduction policy problems exist across the country have in common,has a wider range of promotion value,in this paper,based on the analysis put forward countermeasures and Suggestions,is advantageous to the rich theory of innovative talents,a deeper interpretation 19 major policies on talents,for localgovernments to provide the reference in the problem of high-level talents,give full play to the talent of economic and social development.
