The excessive administrative issues in Chinese University teaching management, has been widespread concern and attention from the domestic tertiary education sector, the process of teaching management executive powers greater than the academic power not only inconsistent with the law of the development of higher education, but also restricts the impact on higher education personnel training and growth, so how to remove the administrative problems in university management, has become the focus of attention in today’s higher education researchers and difficult problems. In this context, in order to implement the goal of democratic fair management of the Higher Education Act "the full realization of the students, teachers and teaching management personnel to participate in school, the paper-based contracts theory, combined with the basis of the relevant research results at home and abroad used case studies, analysis and commentary of Hunan Province H within the University teaching management mode with the status quo, to point out the drawbacks of its administrative management; thus constructed under contract theory thinking contains service and professional within the concept of college teaching management mode, hoping to reflect on and learn from H university and even China’s higher education reform and development of universities. The paper is divided into five parts:The first part explains the background to the study and its significance of the problem, analysis of relevant research literature, proposed, research to determine the method of this study.Review and summarize the second part of the contract theory. Analysis of the emergence and development of contract theory and its application in the economic and management disciplines situation, define the ideological connotations of contract theory.The third part, using the case study method, to examine University of Hunan H, internal teaching management the status. Meanwhile, further analysis of the reasons for the problem.The fourth part, based on the concept of equality and freedom of contract theory to build a service-oriented teaching management mode, and its rationality and progressiveness into analyzing and summarizing explain the necessity to create a new teaching management mode.The fifth part, according to the previous theoretical and empirical analysis, build the countermeasures to promote University of Hunan H, the internal teaching management to the Chief of:advocacy of academic freedom, to create a good academic and democratic atmosphere; rebuild the power system of the internal management of schools; improve the schools’internal management mechanisms.
