Since the implementation of the new contract law, the colleges and universities in China have carried out extensive explorations into the management of casual labourers. It has become a subject requiring a prompt solution to manage well these personnel who have made important contribution to the stability and development of the colleges and universities. With the overall implementation of the managing system of causal labourers, the logistical departments have made great efforts and continuous attempts in this respect, which prove to be rather disappointing. At present, the colleges and universities are faced with problems of stimulating the causal labourers' working initiative, improving their working satisfaction and reducing their outflow. This paper tries to introduce the theory of psychological contract from the perspective of psychology, emotion and relation, and takes A as an example to explore from a new angle the management and stimulation of casual labourers in the logisitical deparment of the higher education.Psychological contract, the exployeers' psychological perception of the mutual responsibilities and obligations between employers and employees, and between employees themselves, has brought heated academic discussions both abroad and at home in the field of human resource and organizing behavior. The paper aims to analyze the content of psychological contract of casual laourers in A and discuss the management of casual labourers in order to promote the benign development of the logistical departments in colleges and universities.The paper first gives an introduction of the connotation of psychological contract and its domestic and foreign research, then presents the status quo of the management of casual labourers in A, and makes by questionnaire and statistics an analysis of their concrete understanding on and expectation for the duty and obligation of the logidtical department of the higher education as well as their perception of the practical implementation of the respective duties of themselves and the universities. A summary is thus made in the process of statistical analysis on the interaction of the variants exerting impact on the psychological contract, and consequently a measure is offered to construct a satisfying psychological contract.
