The non-government funded education has played an important role in China after30years of development.Teachers are the principal human resources and core competence of non-government high schools, which badly need a stable and high quality professional team due to the pressure of college entrance exams and the characteristics of the student pool. Hence, it is imperative to establish a complete set of scientific pay incentive system to motivate teachers to work more efficientlyBased on the analyses of the pay structure of the non-government middle school and universities, Business Administration and education resources, this study is designed to identify the crucial factors of the strategic compensation system and define the concepts of pay and pay management and make clear the salary distribution theory’s effect on the teaching staff’s performance.The paper makes a case study of Zhen-min high school in Anji County, Zhejiang province.combing theory with practice. The most original part is to apply the HU approach to the qualityAssessment, satisfactorily settling the problem of the reward base. The paper also deals with the positive and negative incentive and its impact. Further more it states the necessity of pay communication、pay open and pay secret from an psychological angle.
