As the21st century comes, the knowledge economy based on high and newtechnology is becoming increasingly important in economic development. Thecomprehensive national power and the international competitive power are more andmore depending on the education development, technology advance, knowledgeinnovation and the labor quality. As an independent foundation of cultivatingprofessional and innovative people, as a strategic high land attracting high-leveled elites,as a main force of knowledge and technology innovation, colleges are shouldering thehistorical mansion to strengthen our nation with science and education. As an importantway to attract talents, deepening reform distribution system and establishing newcollege salary system will be more and more incentive and directive. The college salarysystem has been gradually a part of the college strategic frame, becoming a powerfulinstrument to reach the college’s strategic objectives.It is an inexorable trend of the development of the non-government universities toestablish modem management system of human resources. Moreover, it is an objectivedemand for the development of the modern management of human resources of thenon-government universities to set up an incentive salary system. The non-governmentuniversities should sufficiently take advantage of their flexible systems and innermanagement and establish beneficial incentive salary system for teachers. Thereasonable, scientific and attractive salary system can not only effectively stimulateteachers to work with more enthusiasm and initiative, but also promote the level ofteachers’ satisfaction of their work and the sense of their ownership to thenon-government universities. The non-government universities are the high educationalinstitutions in the form of enterprises. The universities can efficiently consult and makeuse of the salary management of human resources of modern enterprises. Salary consistsof outer salary and inner one. Outer salary is composed of direct salary and indirect one.The inner salary is primary to encourage and the stress of outer salary is welfares.Attention should be paid to the elements which affect teachers’ salary. And theprinciples and procedures should be set up for teachers’ incentive salary system. The teachers’ salary system of the universities is composed of the outer salary system andthe incentive system of the inner salary. The inner salary system is made up of teachers’work incentive, teachers’ achievement incentive and excellent teachers’ value incentive.The main purpose to establish salary system of the non-government university is tosatisfy the need for the strategic development of the non-government universities. Byoverall understanding the diversity of salary’s forms and combining the reality of thenon-government universities, we will initially establish teachers’ incentive salary systemof the non-government universities to better attract, keep and impel teachers.
