The Ministry of Education formally promulgated “educationaltechnology competency standards for primary and secondary school teachers(Trial)" in December25,2004.Followed by a variety of educationaltechnology ability training gradually expanded within the country.Educational technology training of primary and secondary school teachersis a systematic, long-term, effective work in promoting educationalreform. Educational technology training in Guangdong Province has beento carry out in an all-round way. Training programs with the internationalthought such as the Intel Teach to the Future project training, Ministryof Education-Microsoft (China)"Partners in Learning" project has juststarted. Education and technical training will be soon developed to ahigher level. Rresearch has found that many problems in the training havebeen plaguing the effectiveness of primary and secondary educationtraining, Some issues have not been well studied and solved, especiallyWeb-based educational technology training for the local primary andsecondary school teachers. Therefore, research in this field is necessaryand valuable. Summing up the existing problems in the local educationaltechnology training of primary and secondary school teachers in the past,exploring the unresolved problems, protecting and enhancing theeffectiveness of follow-up training can provide some supports for thelocal training of primary and secondary school teachers. Therefore, inorder to find a feasible way of educational technology training for localprimary and secondary school teachers, this paper will analyze in depththe current situation of local educational technology training by themethods of empirical research.the author has surveyed the present status of educational technologytraining in Heyuan city on the basis of theoretical research. Based onthe investigation, the author analyzed the existing problems in thetraining to explore feasible ways to solve the existing problems in theWeb-based educational technology training. This paper puts forwardrecommended countermeasures mainly from the construction of trainingcourses, training management approach, training platform construction,teacher training, training evaluation. This thesis aims to provide someguidances for this research field. More importantly, this thesis aims toprovide proper guidances for Web-based education and technical trainingof underdeveloped areas.
