Network technology and teacher training make the network training of teachers developed rapidly to a unique advantage. Under the background of primary and secondary teacher education technical capacity training project steadily push forward, in2007,Shaanxi Province began to start the project, in2009, networking training began, generally reflected problems in the network training are the pertinence of the training and practical results sexual is not strong, how to improve the pertinence and effectiveness of the network training, extensive literature research and practice has shown that training analysis is the basis and prerequisite for effective training, but also the foundation of training relevance and effectiveness. Therefore, to carry out primary and secondary school teachers network training needs analysis is of great significance for improving the effectiveness and relevance of the network training.First of all, this article on the basis of access to relevant research literature, on the policy documents of the training of the Shaanxi Province primary and secondary schools teachers’ educational technology,the ability to carry out interpret and analyze. Secondly, on the basis of the educational technology ability network training practice the work, through the questionnaire and interview, representative sample of Shaanxi Province to attend the teachers of the network training of the educational technology ability issuing of1600questionnaires copies, and finally recycling the valid questionnaires1414copies, and26education technical skills training management personnel and participating in the training of teachers, the administrative department of education leadership interviews, conducted an investigation and analysis of the current status of the network training.Research and analysis of results obtained the status of Shaanxi Province, primary and secondary school teachers’ educational technology ability to network training:(1) Educational technology training the network training of the total number of trainees half;(2)Participating in the training teacher training internal motivation;(3)Training object has a certain proportion of the phenomenon of repeated training;(4)Teachers lack of understanding of the purpose of the process of educational technology ability; (5)Participating in the training of teachers recognized by a relatively high degree of network training methods;(6)Network guidance teachers the impact of teacher trainees;(7)Different teachers for different lengths of individual differences in learning time;(8)The state of the network training is "basically satisfied" overall satisfaction;(9)Carried out throughout the educational technology training and degree of attention;(10)The overall training is uneven;(11)Training managers in the organization of training the main problems encountered network learning platform instability, large differences in the ability level of guidance teachers, the teachers participating in the training ideologically do not attach importance.Secondly, based on primary and secondary school teachers in Shaanxi Province network training status of educational technology ability, through the use of training needs analysis of the classic mode, the OTP mode analysis framework, from the organization analysis, task analysis, personnel analysis, to analyze three aspects of education in primary and secondary school teachers the technical capacity network training carried out needs analysis. The study found that network training needs of the educational technology ability of primary and secondary school teachers in Shaanxi Province, mainly about:(1)Tends to be diversified in the form of educational technology training organization, More inclined to "face-to-face and remote" training mode, training class size control within50endorsed the layered training, network classes grouped in accordance with professional;(2)Teaching case, the actual operation, field trips are more in demand, network teaching,to teaching, to observe, study teacher Record has gradually been accepted by the teachers;(3)Hope to serve as the training of teachers,experienced teachers, experienced front-line teachers demand more provincial and municipal teaching teachers, principals, grade teacher, some teachers are less willing to act as network teachers;(4)Hope assessment followed by excitation type,effectiveness type, effectiveness, training, performance style, traditional;(5) The demand for training pathway followed by distance education, teacher training school in normal colleges, serving schools;(6)The needs of on the training finished carried out incentive way is job promotion, honorary title,advanced title, advanced training, published a education and scientific research papers,prize papers, prize money welfare, teaching appraise through comparison award-winning, promotion of administrative duties;(7)The content and structure of the training course set requirements for compulsory module and elective modules, hope that the combination of theory and practice, helpful to be able to practice teaching;(8) Teachers because of their age, such as the structure of the school location different training needs of the network there are some differences;(9)Teacher training demand is too high and needs dislocation phenomenon.(10) Teachers also exists the phenomenon of the missing part of the demand.Finally, On the basis of the above study and practice, From the level of the administrative department of education, training, institutional level, the school level, the level of individual teachers made a number of countermeasures and suggestions try to build "five and three-level" training system, improve the relevance and effectiveness of network training, on the one hand, educational technology training work arrangements for primary and secondary school teachers in Shaanxi Province with reference to the proposed network training for teachers, on the other hand, provides inspire for reference of the case to the network of China’s primary and secondary school teachers training especially northwest territories primary and secondary school teachers network training.
