In the background of constructing socialist harmonious society, the balanceddevelopment of basic education has become a focus of attention of government andacademia. Basic education as a modern social government provision of publicproducts has attracted more and more attention of the society. How to optimize theallocation of basic education resources, becomes an important topic in currenteducation policy research. This paper takes Shanghai city basic education resourceallocation problem as the research sample, to analyze the existing problems in thebasic education resources allocation, and makes a theoretical reflection from the twoaspects of national macro policies and micro management area, in order to find thepolicy construction and the choice way.Shanghai Yangpu District is the country promoting the balanced developmentof compulsory education job is advanced, in an effort to achieve sharing of qualityeducation resources, promotes the regional balanced development of compulsoryeducation has made certain achievements. As an example for Yangpu District in thearticle to analyze advance Shanghai city basic education resource allocationequalization countermeasure and proposal.Continue to increase the educationinvestment,into the balanced development of compulsory education vigor, scientificplanning school set up the layout based on balanced allocation of educationalresources, strengthen the teaching principal team construction to improve the softpower of the balanced development of basic education, to promote the school runningthe school according to law to enhance the overall quality of basic education school,regulate private school act for the promotion of basic education balanced fairness,advance enrollment and assessment system reform to establish the balanceddevelopment of basic education evaluation and supervision mechanism.In short, I hope my study will be a food for thought for improving the policies ofbalancing of teacher resource distribution in compulsory education, and be helpful toperfect the personnel system and the law enforcement.
