Basic education as the basis for the national educational system and an important part of people’s livelihood is not only related to the major issue, but also be an important condition for a harmonious society and promoting social justice, maintain social stability and sustainable and healthy economic development. The balanced development of education is crucial not only to the level of personal education, but also to the general quality improvement of the whole nation or even prosperity of the country. The public education resources reasonable disposition, is the basic education balanced development most important condition, is all levels of governments and the educational administration department’s basic responsibility. However, as the gap of economic development between urban and rural areas been increased, The basis of urban and rural local governments in the gap between education inputs are also increasing the allocation of resources for basic education there is an obvious difference, has seriously hampered the balanced development of basic education。How optimizes the basic education resources disposition, becomes the current education policy research an important topic.Therefore, it analyzes the present situations and the reasons of the unbalanced deployment of basic educational resources in zhun’ge’er County, in the basis of theoretical analysis. Overall, it comes up with several basic methods of the deployment of basic educational resources, long-term systems of setting up balanced distributions of basic education in terms of deployment models, deployment principles and deployment polices by means of theoretical analysis and case studies. In a word, it aims at promoting educationaj equity and gives reference to meet the rocketing needs of quality education in society.This thesis consists of five chapters. The first chapter is a general introduction of background information, and then introduces the significance of the study and the relevant researches at home and abroad. It also outlines the research ideas and research methods. The second chapter, First of all, it analyzes the deployment of basic education in theory and indicates the meanings and criterion of it in terms of theories, characteristics, influencing factors and a set of index systems. And then, the present research will conduct a case study on compulsory education of zhun’ge’er County of the Inner Mongolia, attempting to solve the problems and strike a balance among education resources.
