Compulsory education which can improve the quality of people, is a basic development project of the country, is an important aspect on building a moderately prosperous society. Compulsory education benefiting all people has been concerned as a subject whether achieve educational equity. Implementing the scientific development concept, building a harmonious society and accelerating the construction of a new socialist countryside, has set new and higher requirement in narrow the gap of compulsory education. Emphasis on rural education, especially compulsory education, narrowing the urban-rural gap in education, concerning and strengthening compulsory education of urban vulnerable groups, is an object and the fundamental guarantee to China's economic and social development, and also a long-term, arduous task. Therefore, building a harmonious society requires compulsory education equity.This paper firstly introduces the basic content of educational equity, its types and significance, and carried out a fair overview on basic theory of education. The second part describes the content of educational opportunity equity, problems, and analyzes the reasons for its problems from internal and external. The third part describes the content of educational process equity, problems, and analyzes the reasons for its problems from internal and external. The fourth part describes the content of educational overcome equity, problems, and analyzes the reasons for its problems from internal and external. The fifth describes the content about harmonious education, and presents a fair, equitable education to promote a harmonious sense of education. The sixth part put forward the countermeasures from educational opportunity equity, educational process equity and educational outcome equity to build a harmonious education.
