The Study Of Candidates’ Attitudes And Views About The Social Worker Occupation Level Examination Seen From The Junior Social Worker Examination

Social worker occupation level evaluation system of China formally established in2006,which marked the occupation of social workers being more professional and this occupationhas entered a rapid development period in the inland region of China, and also marked theformation of a special entry qualification certification system of social work industry inChina.In2008, the Ministry of Personnel Examination Center in mainland China organized thefirst social worker occupation level examination, which had been successfully organized fivetimes up to January of2013. Throughout the five examination of the organizational process,many problems have been found in the formulation and implementation of related policy. Thedecree got strong feelings after taking part in the exam by destiny and thought it was essentialto study on the examination.The innovation in this article is there are quite a few research results of the Junior SocialWorker Examination by seen from the perspective of candidates in mainland. So seen fromthe perspective of candidates of the Junior Social Worker Examination and based on thequestionnaires and unstructured interview in the corresponding subjects to the candidates, thisstudy will make qualitative and quantitative analysis of the candidates’ attitude, evaluationand reform suggestions and etc. to the examination according to the investigation result andgive a summary of the candidates’ perception and evaluation of the examination. Specifically,the research content involves the entire process of the social worker occupation levelexamination, description and analysis of its general situation and deficiency, and reformcountermeasures and suggestions that brought out from aspects of government and society,social worker’s education, candidates themselves and social work organization according tothe results of the literature review, so as to promote the construction of social work personnelin mainland China.Generally speaking, Candidates generally hold a positive attitude towards the socialwork occupation level examination. However, seen from the aspect of candidates’ objectiveevaluation of the examination, their satisfaction level is not high. According to which, thefindings of this study can be summarized as follows:First, during the exam preparing period, the candidates’ subjective feeling and perceptionof the exam take a leading role and their original motivation of taking exam is the powersource of their later behavior. The results of the survey show that the motivation of mostcandidates taking exam is to boost employment, although which takes utilitarian color, it isstill a way of supporting and promoting the social work. In the exam preparing process, somecandidates encounter obstacles from work, study condition, their own limitations,unreasonable policy arrangement and etc. aspects, which affect the candidates’ exam preparing attitude and even their evaluation of the examination.Second, after the exam, the candidates have a more in-depth understanding of the exambased on their own experiences and ideas and their evaluation of the exam turns morecomprehensive. Candidates, combining with professional social work as well as thecharacteristics of their own needs, put forward their own views on aspects such as the testcontent, question types of test, way of test, issue of the qualification certificates, and furthereducation of social worker and etc., and they also bring out some reform suggestion on thesocial worker occupation level examination. The majority of candidates think at present stagethat the social worker occupation level examination should be combined with thecharacteristics of the social work occupation practice, and more attention should be paidtowards the practice direction of reform, so as to improve the gold content of the certificateand choose talents that meet the social demand. Meanwhile, the relevant departments shouldalso improve the work efficiency to release the social worker qualification certificate as soonas possible in order to stimulate the social workers’ passion.Third, the reform suggestion will be discussed from four aspects. First will be from thegovernment aspect, the government should reform the relevant provisions of the system level,perfect the evaluation system of social work occupation level, and establish a scientific andeffective examination system. Second will be from education aspect, reform should be carriedout from curriculum set, teaching content, teaching orientation, way of education, personneltraining and other aspects, so as to gradually establish a qualified and large scale socialeducation system. Third will be from candidates themselves aspect. The candidates shouldrealize that studying knowledge related to social work can not only improve their professionalqualities, get “open sesame” to the social work field, and can solve the problems besidethemselves, and promote social harmony. Therefore, the candidates should take positiveattitude to the exam. Forth will be from social work institutions perspective. The institutionsshould do something to carry out and consummate the social worker occupation levelexamination system. In order to carry these points, institutions should make the examinationkeep close contact with the practice of social work viewed from the job demands, the rewardsystems, the training and the occupational assessment.All in all, in order to improve the social worker occupation level examination system, weneed to make efforts in many ways and take positive and effective behavior to promote thesocial work development in mainland China and add a driving force for the construction ofsocialist harmonious society.
