The employment is not only the guarantee of gaining the income for woman, butalso the means of manifesting their value of being exist in this world. Theemployment issue of females not only relates to the establishment of harmoniessociety, but also influences upon the development and progress of society. Thestandards for measuring the physical and spiritual achievements of culturaldevelopment of any country or region should take the degree of development andutilization level of its female human resources, which consists of half part of humanresources into the accounts.In a social life, women have the great mission of reproduction and raising thedescendants. Also, the female labor forces, being the effective consisting part ofhuman resources, should play important roles in the process of economic construction.At present, the degree of females in joining the labor activity in socio-economicconstruction of Xinjiang is not high and the main patterns of labor activity is limitedto the housework. So the full and effective utilization of female human resources havebecome the important issue now.This paper analysis the characteristics and shifts of female employment structurein the Altay prefecture based on the data provided by the fifth and sixth census data ofAltay prefecture. Sixth census data shows that the population of female in Altay is288700, consists of the47.99%of the total population of this prefecture, thedevelopment of female human resources is not only influencing upon the level ofeconomic development, but also impacting on the effective use of human resources ofAltay prefecture.In order to get the first hand proofs and data, under the help of predesignedquestionnaire, this paper makes an analyzes on the problems such as the currentsituation of female employment, contemporary measurements on developing thefemale human resources and the relationship between the income level of ethnicminority female human resources with the development policy of human resources inAltay prefecture. Such a purpose not only has the significances in methodology ofresearch, furthermore, it also reflects the main status and developing trends ofemployment situation of females in this prefecture. The results obtained by thisresearch, however, provide an alternate way for solving and thinking the problemsfaced by the Altay prefecture in its process of economic development and the femaleemployment fields.
