Abstract/Summary:
During the process of national economic development, employment has become an unprecedented challenge that has to be faced. According to the information from various sources, there is a serious oversupply of labor in Liaoning coupled with the problem of job shortage. However, based upon the innovation, transmission, distribution and application of information, as well as capable people, high-tech played an important role in the sustainable development of society and economy. Under this circumstance, in order to promote employment, the only option for us is to accelerate the development of human resource and improve the quality of labor.With the theory of human capacity and employment from both domestic and foreign sources, this paper presented an approach of promoting employment -accelerate the development of labor ability. So that we can from a deep sight analysis the employment problem of Liaoning .The author integrated studies of demography, economics and sociology and undertook both criteria and demonstration analysis by using quantitative and qualitative methods. In terms of criteria analysis, positive correlativity between the building of human capacity and the promotion of employment has been investigated. As for demonstration analysis, data of twenty-one labor ability indices including intelligence, skill and physical strength was collected and then processed by applying a dimensionless analysis. After that, by adopting the Analytic Hierarchy Process, all cities and provinces got their own scores based on the ability of intelligence, skill and physical strength and a rank was also produced among these cities all over the country. As indicated by the rank, Liaoning province stood at the sixth in terms of the overall performance amongst its 31 peers. As for the intellectual, skillful and physical scores, Liaoning is the fourth, sixth and sixth respectively. Therefore, generally speaking, Liaoning, as an old industrial base, performs fairly well in building human capacity. However, by analyzing some specific indices, it can be seen that a rather wide gap still exists in some areas comparing with other provinces. Aiming at these shortcomings, this paper expatiated the possible approaches to solving the employment problems in Liaoning.This paper shows innovation in the methodology and research angle that have been applied. Being established in the difficult situation of Liaoning industrial base, in virtue of relative mature theories, this paper, from a new angle - promoting human capacity, explored how to resolve the employment issue under the new employment situation. By analyzing the relationship between employment and labor ability and focusing on intelligence, skill and physical strength, the author drew the conclusion that under the new employment situation, promoting the human resource ability is the most effective method of resolving the employment problem in Liaoning.
