With the increasing degree of population aging,it brings a series of effects to the society in different levels.But,the aging population also shows some new characteristics: the aging degree and the speed of rural population is higher than that of urban population,etc.Under this background,this article takes a positive angle to take the rural elderly people as valuable human resources rather than the social burden,trying to develop the rural elderly human resources to effectively cope with the problem of aging population.Based on the realistic background of the growth of aging population,this paper combined with theoretical research results,through the field visit and questionnaire survey to obtain information,use SPSS25,excel and other data analysis software to combing and analyzing the related factors of the development of rural elderly human resources,finally draw the following conclusions: firstly,the scientific and rational development of rural elderly human resources should fully consider the multiple effects of internal and external factors of the elderly on their continued employment and participation in social activities;Secondly,for the development of the elderly human resources,attention should be paid to meeting the employment preference,special post and social activity participation needs of the elderly.Based on the above analysis,this paper further points out the main development subjects of rural elderly human resources: government,enterprises,social organizations and other special mechanisms.Because of the different abilities they have,each subject respectively play a different role in the demand and use,configuration and development of rural elderly human resources: The scale,depth,breadth and other aspects of the development of rural elderly human resources are influenced by different development methods,such as training and education,continued employment and participation in social activities.In this progress,it produce some significant development characteristics,such as “Government development takes policy as the guide and takes social development as the goal”,etc.However,according to the analysis results,the current development of rural elderly human resources is not perfect,here are the mainly problems: “external concept discrimination and internal pressure of the endogenous resistance”,“imperfection of laws,policies and regulations”,“the lack of legal construction”,etc.Therefore,all subjects should actively participate in the construction process of the development of rural elderly human resources.Generally,the development of rural elderly human resources should follow the idea of voluntarism,classified management and level-to-level administration.Firstly,for the elderly who are able and willing to participate in the development,the government should play an active role in guiding and guaranteeing under the top-level design,enterprises should enhance the employment adaptability of the development of elderly human resources,social organizations should cooperate with each other to broaden the various forms of development channels.Of course,the elderly who are willing to participate should also give full play to their initiative and get involved in the “Silver Wave”.Secondly,for the oldest old and the elderly who cannot participate in the development or in the poor health,various social subjects should improve their sense of happiness and gain in life,try to build a socialized old-age service system and rural social security system to enrich their life and meet their social needs of the elderly care.
