To investigate the current situation of the development of performance-based pay reform, the use of a questionnaire and interviews F County, Shandong Province, compulsory school teachers to implement pay for performance investigation and analysis, after the implementation of performance pay teachers’ salaries and income changes, income level,teachersincome satisfaction, incentives, performance pay for teachers, head teachers revenue satisfaction, as well as pay for performance assessment of various problems,and so the investigation.Comparison of cities, towns, three parts of the rural compulsory education teachers and compared and summarized the problems in the process of implementation of performance-based pay reform, put forward the corresponding countermeasures and suggestions.The results show that:basically realize the implementation of pay for performance, F the area of the county, township, three rural areas compulsory school teachers’ wages not less than the task of the civil service wage levels,but the school’s internal gap is unreasonable, performance pay for teachers the positive effect of improving not obvious.Among them, the classroom teacher performance pay income satisfaction is very low, the teacher lower subsidies and unreasonable. School performance appraisal program development from the point of view, most of the F County compulsory school work performance appraisal program is more democratic, the implementation of pay for performance, performance evaluation standard design unscientific assessment process is opaque, inadequate supervision and other issues, resulting in more serious inequities in the implementation of pay for performance. We also found that teachers’ pay for performance misunderstood the question.Problems found in the research, it is recommended that schools should improve the performance appraisal program in accordance with the needs of teachers, and to strengthen the supervision of the implementation of the performance appraisal program,performance appraisal program on a regular basis to review and revision. Build a platform for communication with teachers, take the initiative to understand the wishes and feelings of the teachers, and the establishment of a variety of incentives to stimulate the enthusiasm of teachers’ work, along with the performance-based pay system. Propaganda to increase the pay for performance policy, reasonable publicity, so that teachers did agree in pay for performance, to accept pay for performance, change teacher performance pay reform misunderstandings, and positive guidance of teachers and strengthening.
