Study On Interactive Mechanism To Realize Win-win Benefit In Higher Education By One-to-one Assistance

There is an imbalance of development of economic and social modernization betweenthe eastern and western regions for the reason of history and reality. Region imbalance alsoemerges in the area of higher education, which results in its slower development than that ineastern parts. Following with the Western Development program, the Ministry of Educationstarted a plan named "one-to-one assistance the colleges in western region plan" in June2001.During the past ten years, for the active promotion of the Ministry of Education, under thecareful organization of the western region government and educational administrativedepartments in support of college counterpart support and joint efforts of the recipientuniversities, the western university work and made remarkable achievements in promotingthe coordinated development of higher education, to enhance the quality of Higher Educationof the western region, and personnel training for the western region.The study uses the style of "anatomy of a sparrow" to explore and study therelationship between Peking University and Shihezi University as an example, based on the"one to one" assistance to western parts’ colleges in the past ten years. This paper learnsfrom the success of strategy alliance of colleges and explores sustainable development ofWin-win benefit mechanism through combing the past experiences.This study suggests that the Win-win benefit mechanism between the assistance andrecipient universities is the key to the sustainable development. It can produce endogenouspower that external power like policies can’t provide. The one to one assistance to collegesprocesses good foundation o form Win-win benefit mechanism such as the strong supportsystem of the education authorities, colleges counterpart support good foundation of thedecade, the inherent power of the support and recipients universities, and the western regionin the past geopolitical advantage, abundant natural resources, the countries of the westernregion aspects of policies favoring economic development of the western region need toaddress the problem of wide space to illustrate the depth of the eastern and western regions ofcooperation. The assistance and recipient universities should form a close alliance, construct the same goal orientation mechanism, win-win dynamic mechanism, group cooperativeimplement mechanism, and added inside and outside guarantee mechanism. Maximize theeffectiveness of colleges and universities resources in both eastern and western, andmaximization of the two parties’ interests to promote the development of western colleges.The paper combines both theories and practices methods to probe the win-win benefitinternal mechanism of one to one assistance, and provide some theoretical guidance andsupport for Xinjiang Uygur Autonomous Region as well as the national education.
