People have different ideas about constantly rising tuition. Some people think it's too high to pay off, but some people think it's still too low. In fact, it is crucial and pivotal to make a commonly-accepted objective standard for evaluating whether the current tuitions are reasonable or not. The author will discuss this problem in the paper. Moreover, the author hopes that the tuition will be standardized from now on and be avoided arbitrarily rising so that it will better ensure the equality of education. These are two purposes of this paper. The article states the relative problems through four parts.Part one, through briefly reviewing six main theories about tuition, we can know that tuition in higher education is based on scientific reasonable theories. The part is the basis of the paper.In order to form formulas of tuition-made, it is very important to analyze some main kinds of influential factors thoroughly and generally. This question will be studied in Part two. The author analyzes five main influential factors, including political, economical, historical and cultural, idea, and international factors. Furthermore, the author analyzes four main economic influential factors in detail, such as the endurance of the people and government, private returns rate of higher education, the supply and need of higher education and per capital educational cost as well. The part is the key of the paper.Part three, by the terms of Part two and two basic principles, the author suggests that it is possible to make a series of tuition-made formulas and proposes three formulas of how to make the standard of tuition. The part is the core of the thesis.Part four, as the necessary extension of the paper, the author mainly states four important programs of college students' financial assistance system. These four programs include scholarship, work-study aid, grant and loans. In this part, the author suggests that the debration policy of tuition should be eliminated.From the above illustration, we get the following conclusion:First, it is sound to execute the policy of tuition in higher education in China; second, there are many influential factors, such as political, economical, historical and cultural, idea, and international factors; furthermore, they are very different from each other; third, it is possible to make a series of tuition-made formulas; last, we must better and reform our college students' financial assistance system, especially the loans programs.
