The analysis about opportunities to higher education in china from the perspective of public benefit nature of education is not only a focus of study in the field of education theory, but also an existing problem in the real development of higher education. It helps promote the equal development of higher education, and it is favorable for governments and universities to stick to public benefit nature of education in the education reform.The preface of the article firstly introduces the reason, actual studying condition and core concepts of the title and explains the way of thinking and writing, and then enters the main content divided into five parts.The first part: "Public benefit nature of education is a basic characteristic of modern higher education". It is a common attribute of modern education including higher education. It is stated further that it is a main attribute, core value and eternal search in the development of modern higher education.The second part: "Public benefit nature of education requires equal sharing of access to higher education". It claims that the opportunity of access to higher education should cover as many populations as possible and the allocating of the opportunity should be based on equality. And also it requests that different bodies should undertake corresponding public responsibilities while allocating the opportunity.The third part: "Unequal access to education is a serious problem in china modern higher education". By comparing the three periods: at the beginning of the founding of China, during the education revolution and after the reform, it reflects that the problem has been existing for a long time.The fourth part: "The reasons of unequal access to higher education from the perspective of public benefit nature of education". Public benefit nature of education and unequal access to higher education are combined consequences of confused social attribute, multiple realistic obstacles and the defects of public educational policy.The fifth part: "Some suggestions on the policy of equal access to higher education". According to the fourth part, it offers some relative advice from the level of understanding, reality and policy.
