Investigation On The Implementation Effects Of Ad Hoc Post Teacher Policy From The Perspective Of Ad Hoc Teacher

This investigation is mainly about the implementation effects of the Ad hoc Post Teacherpolicy from the perspective of the Ad hoc Post teachers,which reso lved the implementationeffects into three dimensions based on both the policy targets themselves and let young man"go to the hard－to－staff schools, teacher better, and retain there" by Ministry of Educationof the People’s Republic of China. The participants of the study were137Ad hoc Postteachers performed by questionnaires and16teachers performed by individual interview,which were all from27schools of Jingle County of Shanxi province and Dongxiang Countyof Gansu province. After dealing with the data of the investigation and analyzing the record ofthe interview, we found that the implementation effects of the Ad hoc Post Teacher policy isbasically well, the team of the Ad hoc Post teacher is relatively stable and well welcomed bylocal schools. However, there are still several obvious problems which deserve the attentionof both the administrative department and the policymakers for education. The first problemis that the number of the teacher work in the village school and the hard－to－staff subjects isnot reasonable enough; the second one is that the self－efficacy of the teachers is not highenough,which needs tracking guidance urgently; the third one is that there are hidden worriesabout the stability of the team although the retaining ratio is high.According to the conclusions above this research attempts to put forward thesesuggestions: First, revise the policy plan to adjust the rule that teachers are arranged by thelocal government; second, improve the system of on－the－job training to make the teachingeffects better; third, blend in various resources, raise the pay of the Ad hoc Post teachers;forth, propagate the excellent effects of the policy to raise the attraction of Ad hoc Postteachers; fifth, implement continuous Ad hoc Post Teacher policy to stabilize and improve thepositive effects.
