"To provide good education for the people" is the tenet of serving people through education.At present,to promote the balanced development of compulsory education is an urgent need to face in China's comprehensive reform of education.School district system,as one of the ways to promote the equalization of public services,is an important measure to address the problem mentioned above.School district system has been practiced in our country for a long time and a variety of explorative approaches are available.The reform carried out in Beijing HaiDian district recently is characterized by the establishment of school district committee and district management center.The latter,an independent legal institution,is affiliated to the administrative department of education,which works as a hub of the education administrative department,school and community.Haidian District system reform,together with a series of supporting reformative practices,is a combined education reform set which works in line with the practices of expanding quality education resources like united nine-year schooling system,school grouping/collectivize school-running,and branch setting of the prestigious schools,all of which are coordinated with each other in the context of time and space and education reform.Through the analysis of the existing references,this study has carried out research on the school district management of the Sujiatuo district in the hot spring area of Haidian District,and got the first-hand research data.School districts management should work as a platform to arrange education resources as a whole at various levels,to coordinate the compulsory education enrollment,to develop regional curriculum,and to promote the sharing of resources among schools,street,communities and companies in the region.But in practice,problems like the flow of principals and teachers,the balance of school districts division,and the coordination of policy design and practice exist.Analyzing from the angle of stakeholder theory,this paper holds that government need to take strong measures to provide more high-quality education resources,and create better policy environment for school development.Favorable government policies in the division of school districts,enrollment,funds and personnel quota are needed to address the prominent problems in the development of school.At present,the Chinese government is pushing forward the modernization of education management system.Since the key lies in streamlining administration and delegating power to the lower levels,school district system might be a rewarding exploration as an education management mode.
