The Ministry of Education has approved68institutions, since the modern distance education pilot project carried out in1999. The pilot institutions developed a large number of online resources, and actively carried out the learning support services, to ensure the implementation of the pilot. In order to improve the level of support services, the relevant departments adopt to the different evaluation to promote the launching of the service. However, the scientific, fairness, social acceptance, and the operability of criteria has a lot of room for improvement.Certification is a new and different educational evaluation methods, which has been used in the field of digital learning by many countries. We should learn from their achievements in experience and practice in the construction of digital learning services. The purpose of this paper is to establish a more scientific, reasonable and feasible service certification indicator system of digitized learning in universities’s distance education, which aims to improve teaching quality, safeguard the learner’s interests, and promote the development of services in digital learning by through the certification of learning services.Based on the theory of distance education and the ideological basis of service management and the certification, the author analyzed the standards of digital learning in mainland China, Taiwan, Europe, the United Kingdom, and the United States. The primary research is the services of digital learning from six dimensions:learner support, teaching support, curriculum, teaching process, technology, and evaluation and improvement. According to the practice on our services of digital learning, the author established an initial service certification index system. And we organized the services certification in the institute of distance and continuing education Beijing Jiaotong University to exam the operability and modify it. Ultimately, the index system of services certification is determined to contain a six level-1indicators,16level-2indicators,40level-3indicators.
