It always evaluates the quality of the digital learning resources of modern distance education by appraising in China. The evaluation activity of National Online Courses advances the building of highly level online course, promotes the quality of distance education, and plays an important role in the building of lifelong education system and learning society. However, there are some problems with the assessment.Quality certification is also an effective way to ensure the quality of distance education, it has been widely recognized with its unique advantages. Some certification quality center are carrying out in this area, and has made remarkable achievements,such as Distance Education and Training Committee in American, Open and Distance Learning Quality Council in England, Taiwan’s Digital Learning Center.In this paper, it carried out the research on the digital learning resource in universities’distance education in perspective of certification. First, it researched the digital learning at home and abroad; secondly, it formulates a set of distance education digital learning resources certification indicators on the basis of preliminary research and the concerned experts’experience.There are eight level indicators index, thirty-five secondary indicators in the certification standard, included twenty-five core indicators, and ten non-core indicators. Level indicators were course description, curriculum resources, learning activities, interactive teaching, learning evaluation, management, teaching platform, features. The evaluation instructions are divided into four levels:L3, L2, L1,L0, and each level equals to score3points,2points,1point, and0points. Certified staff scored basing on the provided evidence and standard. The maximum score is105points. And the passing grade is70points and the level of each indicator must meet the L2level.The quantification of the standard is50%, it regulates the construction of digital learning resources, enriched the evaluation methods of digital learning resources from the perspective of certification, in order to improve the overall quality of digital learning resources in university’distance education.
