It is a great need for government to provide citizenswith justness and convenient, administrate based on law, work diligent andincorruptness with the objective demand of market regulations, the entry into WTO,the tendency of the world economic integration, the development of democracy aswell as enhancing of civil supervising idea. The civil servant performance appraisal isvery important because it is useful to inspirit, evaluate and stimulate the executivebehavior, and it is necessary to set up high efficiency incorruptness publicmanagement system with properly operation, equity and transparence.The thesis beginning with the basic theory of performance appraisal, investigatedeeply the content, function, principles, procedures, indicators and indicators systerm,indicators weight, performance appraisal object and method, relative theories whichprovide solid theoretical support for applied research of this thesis.The thesis is on basis of modern admistrative theory, taking Hebei AnimalHusbandry Bureau as an actual example, Firstly, analyzes further the existing problemin performance appraisal in light of the appraisal situation of civil servants andconducts integrally different analysis from such these factors as concepts,environment, capability, mechanism and tools etc. Secondly, design the performanceappraisal indicatorses and conceive the evaluation indicators system for Hebei AnimalHusbandry Bureau according to current civil servant law of china. Thirdly, applyingAHP it identifies appraisal indicators weight. Finally, obtain the qualitative results byusing quantitative appraisal method. Especially, the author utilize mathematicsmethod and new appraisal method such as Fuzzy AHP, 360 degree appraisal method,measurement appraisal method, compelling distribution appraisal to evaluateperformance appraisal of civil servant in Hebei Animal Husbandry Bureau. It wasgreatly improve the scientific way and solve the main problems in performanceappraisal such as appraisal indicators unclear, appraisal personnel single, appraisalaccuracy and stability poor etc. The author put forward the guarantee measurementsof performance appraisal and countermeasures of personnel resource management andexploration. It was proved that all measurements used have greatly stimulatedscientific and regulation way in performance appraisal. The implementation oforiented performance appraisal for civil servant can furthest improve theadministration efficiency. |
