Smart governance is a new governance paradigm which makes full use of modernsmart technology to reform the relationship between government and civics, society andstate, including governmental sectors.It requires reforming public sectors,deconcentration, and innovating ways of public communication, public administrationand public services. Smart governance contributes to saving social capital to promotesocial performance, makes for accountable and service government to enhance publictrust, serves the propose of improving national governance capacity and modernizinggovernance system.The paper consists of six parts, respectively introducesintroduction, theconnotation system of smart governance, the theoretical foundation of smart governance,the technical supporting of smart governance, implementations of smart governance,and conclusion.The first part is introduction. It is made up of the causes and meanings of selectionof smart governance subject, research summary at home and abroad, research designand methods, and the innovations and limitations of the paper.The second part is the connotation system of smart governance. This part mainlyintroduces four smart technologies which implies smart governance’s smart feature.Firstly, cloud computing, which provides data correlation platform for smart governance.Secondly, big data, which provides algorithm support for smart governance. Thirdly,internet of things, which provides integrated governance for smart governance. Fourthly,social media, which provides public participation support for smart governance.The fifth part is the implementations of smart governance. There are four ways torealize smart governance. Continue implementing giant department reform, improvesmart government environment; perfect legislation system, provide institutionprotection for smart government; develop information industry, lay a solid foundationfor smart technologies; encourage public participation, establish a shared governancerelationship between government and the public.The last part is conclusion.
