Research On The Innovation Of Urban Community Governance From The Perspective Of Seamless Governance

Urban community governance is the basic platform for achieving good service and management in the construction of grass-roots social governance,is the frontiers of the goal of realizing the modernization of social governance,and it is also the key and basic link to promote the modernization of national governance ability and governance system.Since twenty-first Century,The social economic structure of our country and the level of scientific and technological development have made unprecedented new breakthroughs and new changes,the people’s lives are changing with each passing day."Diversification,Convenience,Efficiency,Science and Technology,Atomization and Democratization" has become a demand label for the new era.However,at present,the system and pattern of social governance in our country are in contradiction with the situation in which the transformation is not in place,and it can not adapt to and meet the needs of the people for a better life in the new era.Therefore,how to construct a new mode of governance in urban community governance,enhance the comprehensive ability of the main body of governance,in order to promote the public interests of community residents,is a problem that needs to be solved in reality and theory.With the rise of western public governance theory,collaborative governance,cooperative governance,multi-center governance,holistic governance,grid governance and other theoretical models have been widely used in the current study of urban community governance transformation in China and achieved certain results.However,the above theory ignores the overall grasp of governance,especially the neglect of the core element of human,and the bottleneck for further development of urban community governance is hard to break through.The purpose of this paper is to draw the essence of the theory from the seamless government theory and the western theory of public governance,and to combine the political system with Chinese characteristics,focusing on strengthening the governance ability of the participants,governance mechanism and governance structure and value orientation,to construct a more extensive,effective,coherent and systematic new theoretical paradigm for urban community governance in China:seamless governance.This paper combines the fruitful practice of "Quan Gang Tong" mode in Quyang street in Shanghai,condenses the value experience of urban community seamless governance innovation.At present,there are some new problems in the process ofinnovation transformation of urban community governance in China,such as formalization of subject participation,simplification of system supply,weakness of executive ability and so on.Based on this,this paper respectively from the governance subject participation,governance ability building,governance team building,governance evaluation and supervision and other dimensions of the construction of "party building leading+multiple resultant force","skill+service","individual+team","Two-way Supervision+ performance punishment" as the core content of urban community innovation seamless governance direction and path.In order to speed up and guide our urban community governance into the process of modernization,and efforts to enhance the people’s sense of happiness and gain.
